Texas calls a street-legal low-speed vehicle a neighborhood electric vehicle (NEV), and it can use streets posted 45 mph or less. The Township's pathway rules prohibit motorized vehicles on its pathways, so carts belong on the streets. Golf carts and LSVs in The Woodlands
- Texas defines a neighborhood electric vehicle (NEV) as one that can reach up to 35 mph and meets federal standard FMVSS 500.
- An NEV may be driven only on streets posted 45 mph or less, at no more than the posted limit or 35 mph, whichever is lower. It may cross a faster road at an intersection.
- To title and register an NEV, bring proof of ownership, Form 130-U and proof of insurance to your county tax assessor-collector (Montgomery or Harris County, depending on your address).
- A golf cart is allowed in a master planned community that has a uniform set of restrictive covenants or is a residential subdivision under Texas law, with a plat approved by a county or city. There it may use roads posted 35 mph or less without a golf cart plate.
- Outside those areas, a golf cart needs a golf cart license plate from the county tax office, and road use is limited to daytime, roads posted 35 mph or less, within five miles of where it is parked, for trips to or from a golf course.
- The Woodlands Township's pathway rules: motorized vehicles are prohibited on pathways, except for handicapped or maintenance use.
